iOS 27 Reaches iPhone 11 as Siri AI Stays Gated

iOS 27 is out for iPhone 11 and newer, but Siri AI is English-only, needs iPhone 15 Pro, and stays off EU iPhones.

Apple began seeding iOS 27 on Monday, September 14, for every iPhone 11 and newer, including the iPhone SE from 2020 on. The wave opened at 10 a.m. Pacific, 1 p.m. Eastern, 5 p.m. UTC.

Siri AI ships as an English beta on iPhone 15 Pro and every iPhone 16 and later. It is off for iPhone and iPad in the EU, and Apple has not set a date.

iOS 27 Is Live for iPhone 11 and Newer

The same iOS 27 build is going to the iPhone 11 family, the minis, both recent SE phones, iPhone Air, iPhone Duo, and the new iPhone 18 Pro pair, and Apple’s iOS 27 page lists 34 supported iPhones, matching last year’s iOS 26 cutoff exactly. Nothing from 2019 was dropped.

iPadOS 27, macOS 27, watchOS 27, and visionOS 27 started landing on the same Monday. On iPhone, the installer sits in Settings, then General, then Software Update, and it can take hours to appear because Apple is filling devices in a single global seed.

iOS historian Aaron Zollo said the public build is not the same as the release candidate, so testers still enrolled in betas need to turn that channel off or the public file never shows. Some phones were offered iOS 26.7 first, then iOS 27.

A few iPhone 15 Pro Max units sat on the Apple logo for hours after the install, then started once they had been left on a charger. That is a day-one install mess, not a feature, so give the phone power and time before you wipe it.

Which iPhones Get Siri AI in iOS 27?

Siri AI and the new Apple Intelligence tools run on iPhone 15 Pro, iPhone 15 Pro Max, and every iPhone 16 and later, including iPhone Air, iPhone 17e, iPhone 18 Pro, and iPhone Duo. A plain iPhone 15 does not make that hardware cutoff. Neither does iPhone 14, 13, 12, 11, or either recent SE.

The new assistant is a separate app, with conversations that can sync over iCloud, and it can search old mail and photos, act in apps such as Messages and Music, and talk about what is on the screen. Apple’s own demo asks it to draft an email that lists the Saturdays in November someone is free from 12 to 3 p.m., then add gluten-free snack ideas. Write with Siri can generate a draft, edit what you typed, or match phrases you already use with that person in Mail and Messages. Siri mode in Camera can split a bill or look up what is on a plate. Apple says usage limits may apply.

A smaller group gets extra on-device voice work. Apple’s release notes put custom expressivity and pace, plus more accurate dictation, on iPhone Air and iPhone 17 Pro models and later, which is the iPhone 17 Pro pair, iPhone Air, iPhone 18 Pro, iPhone 18 Pro Max, and iPhone Duo. Spatial Reframing, the Extend tool, and the rebuilt Image Playground sit on that same Apple Intelligence side of the line.

Europe Gets the Update Without the Assistant

The EU block is not a chip problem. It is a legal fight Apple put on the record on June 8, 2026, and has not closed, and that Siri AI delay still holds on launch day. iOS 27, iPadOS 27, and watchOS 27 in the EU ship without Siri AI, the Siri app, Siri mode in Camera, and the writing tools that hang off the new assistant. Mac and Apple Vision Pro in the EU can still run it if the language is supported, which right now means English. Because Siri AI on Apple Watch needs a paired iPhone that already has it, EU watches miss it too, and developers in the EU cannot test those iPhone features either.

Apple says the Digital Markets Act would force it to let rival assistants read messages, make purchases, and drive other apps as soon as Siri AI is on. The company offered a Trusted System Agent layer and an 18-month phase-in. The European Commission, Apple said, accepted none of it. The Commission has designated Apple iOS as a gatekeeper under that law, along with iPadOS, Safari, and the App Store.

We’re deeply disappointed that our EU users won’t have Siri AI on iPhone or iPad when we share our new software releases later this year. Our hope is to eventually bring Siri AI to the EU, and we will continue to engage with EU regulators on a path forward. However, their refusal to engage constructively on solutions that preserve privacy and security means we do not currently have a timeline for Siri AI’s availability on iOS and iPadOS in the EU.

European Commission spokesperson Thomas Regnier said the choice not to roll out Siri AI in the EU is Apple’s and Apple’s only. Spokesperson Ricardo Cardoso said nothing in the DMA stops Apple from shipping new products there. Apple’s June note still gives no timeline for Siri AI on iOS.

WHERE EXPERTS DISAGREE

The United Kingdom is not on that 27-country list, so the DMA footnote does not cover it. Ireland is on the list, as are France, Germany, Spain, Italy, and the rest of the EU. China is a separate hold: Apple says Siri AI and the other new Apple Intelligence features stay off there while it works through local rules.

Up to 30% Faster Launches Reach the Older Phones

The phones that never get Siri AI still get the speed pass, and that is the part of iOS 27 that actually changes an iPhone 11. Apple says experiences across iOS are faster, with up to 30% faster app launches, new photos loading in a library up to 70% faster, and AirDrop transfers up to 80% faster.

APPLE’S JULY TEST NOTES

  • App launches: Up to 30% faster on iPhone and iPad versus the prior system.
  • New photos: Up to 70% faster in the library on iPhone 15, tested on a 50,000-asset catalog in July 2026 against iOS 26.6.
  • AirDrop: Up to 80% faster on iPhone 16 Plus, moving about 30MB of photos off Wi-Fi, also in July 2026.
  • Networks: Connectivity Assist is meant to hand a call or Maps session from Wi-Fi to cellular without the usual stall.

Those photo and AirDrop figures come from Apple’s own lab setup, not from a 2019 A13 chip, and the launch claim is still written as a system-wide gain. On older hardware the Siri-shaped hole is obvious, so the speed work is what you can actually feel, and people who installed on non-AI phones keep coming back to snappier opens rather than to an assistant they were never going to get.

Liquid Glass Finally Gets a Tint Slider

iOS 26 put Liquid Glass on the whole interface. iOS 27 keeps the look and adds a slider in Settings that runs from ultra-clear to fully tinted, and Apple also says refraction is more even, contrast is better, and app icons are sharper. That control is on every phone on the list, which is why it matters more than another Siri demo for anyone on an iPhone 13.

Search in Spotlight, Photos, and Mail was rebuilt for more complete results. Alarms and timers can use their own volume, apart from ringtones, and AirPods get a custom EQ. None of that needs the 15 Pro chip.

WHAT OLDER IPHONES STILL GET

  • Liquid Glass slider: Tint the interface from ultra-clear to fully tinted in Settings.
  • Rebuilt search: Spotlight, Photos, and Mail return broader, more stable hits.
  • Child setup: Parents can pick the exact system apps a new child account may use, then approve each new website through Ask to Browse.
  • Time rules: Time Allowances and Schedules cap Entertainment, Games, and Social Media by age band and by day of week.
  • Communication Safety: The filter now steps in before kids see gore or violence in shared images and videos, not only nudity.

Ask to Browse puts a site screenshot in Messages for a parent to approve or decline. That is a practical change on a hand-me-down iPhone 12, and it ships in the same file as Siri AI even when Siri AI is missing.

A 2019 iPhone 11 Still Makes the Cut

iPhone 11 went on sale in 2019. Seven years later it is still on Apple’s current iOS list, and so is the second-generation SE that shares its A13 chip. iPhone XS and iPhone XR are not. They were already off iOS 26, and they stay off.

Keeping that 2019 floor another year is the quiet win for anyone who did not buy a 15 Pro. They get the security file, the slider, the search rebuild, and the faster opens. They do not get Spatial Reframing, the Extend tool, Image Playground’s new photorealistic model, or the Siri app, because those stay on the Apple Intelligence side of the hardware line.

Describe a Shortcut, the natural-language automation trick, is listed as coming in a later software update, not in the first iOS 27 seed. Call Context, which can pull a confirmation code onto the screen during a business call, is English-only for now. Both are reminders that even the AI phones are not finished with this release.

October Adds Five More Siri Languages

Siri AI is English only in this first seed. Apple says French, Japanese, Korean, Portuguese, and Spanish arrive in October. German, Italian, Dutch, and the rest of the 16 Apple Intelligence languages are not on that October list. Apple Intelligence itself already speaks those 16, including German and Italian. The new assistant does not.
